Abstract

This paper aims to shed some light on the situations of Jerusalem city throughout the Ottoman era, and the reflection of the Ottoman administration on the holy city of Jerusalem both internally and externally between 1740 and 1821. The most important aspect that this paper has dealt with is the way that Turkish officials were running the city and the ways that they were dealing with its heterogeneous citizens. This study has clarified the mishandling of such officials to the Christians both who were residing in the city or visiting it as pilgrims. That policy, however, has brought about European's interference under the pretext of saving the Christians from such policy, and that what really led to what has been known as European Capitulations in Ottoman Empire at that time weather in Jerusalem or elsewhere.
