Abstract

This research comes to examine an important station in the history of parliamentary life in Jordan, which is the relationship of the Seventh Jordanian Parliament with the governments formed under 1962-1963, namely the governments of Wasfi tal II, and Samir Rifai VI, viewing the uniqueness of this council in exercising its constitutional right to withhold confidence from the government of Samir Rifai, it was a milestone in the history of parliamentary life in Jordan, as it was the first and last time that a government falls by a vote of no-confidence, and forced to resign. contributing directly in determining the fate of the seventh parliament. This research aims to highlight the composition of the general circumstance in which this Council is formed. The circumstances of the formation of the two governments, and the issues addressed by their ministerial statements. Analysis of the deputies' debate, and the prominent issues that attracted their attention, and their discussions of the two ministerial statements. The trends in the confidence sessions, and the responses of the two Presidents to the remarks and inquiries of the deputies. The circumstances of the trust battle for both governments, internal and external factors influencing the outcome, the understanding of it, and its place in the general context of the political situation. The researcher primarily relied on the conduct of this study on the archives of the Jordanian Parliament, particularly the sessions minutes of the Council published in the Official Gazette and preserved in the archives of the Council.
