Abstract

In every state there are social forces that exercise political roles according to their powers and the extent of the system’s democracy and its acceptance to these forces to whield such roles. These forces might be subordinate ,associate or competitor to the state. The state from its side might pentrate the society represented by its forces and use them for its own service ,so the latter would play the role of mediator between the state and the society. The social forces differ according to societies ,they might be interest groups, men of riligon, tribal forces,or else. Iraq as a state has such forces , but the most prominent ones are the traditional forces and their role is inversely proportional to the power of the state ,especialy after 2003, these forces started to practice roles cometing to the state and some times taking its position when it was too weak to compete since it has no ability to penetrate them, especialy the tribal ones ,and this is what we are trying to explain here.
