Abstract

This research aims to analyze the problems and obstacles that stopped large industrial manufacturing in three governments (Baghdad, Basra and Al-Anbar). 21 manufactures or factory distributed into (9) in Baghdad (3)in Basra (9) in Al-Anbar for the period (2000_2018). These problems are presented because of many factors such as : unstable political and security situation which leads to distraction of the infrastructure of these institutions, where by most of stolen , as well as some problems related to law and legislation that adopts policy of commodity dumping within the economic and political transformations with unavailability of the funding to reachability of the infrastructure and aging production lines, and providing the important materials that are required .The rampant phenomenon for administrative and financial corruption in the ministries and offices. Low supply of electrics and fuel to low levels, the absence of a strategies vision for industrial development that is compatible to the industrial reality . All these problems were the main reasons that led to the cessation of production , for there more the lack of economic performance , while it played a vital role in the gross of domestic product in the manufacturing sector in Iraq.
